The City of St. Louis – Water Division (STLWD) is requesting proposals for services to supplement ongoing efforts to complete a lead service line inventory by providing field services to engage our customers with education and outreach and perform field verification of service line material. The scope of required services is described below. The data gathered will be used to complete a lead service line inventory spreadsheet which should adhere to 40 CFR §141.84. Funding for the project is through the Missouri Department of Natural Resources’ Financial Assistance Center (FAC). The purpose of this project is to field verify and document a representative sample of water service lines in the City to determine the accuracy of historical records that are currently being used to develop a service line inventory. This project is necessary to comply with the lead and copper rule revision requirements, which mandate the completion of a lead service line inventory by October 16, 2024.

The STLWD is making strides towards addressing lead service lines by leveraging historical tap card records to develop a GIS-based inventory. The Missouri Department of Natural Resources (MODNR) has recommended using historical records as a primary source of data for the inventory. By utilizing this information, the Water Division can update a comprehensive inventory of over 100,000 customer-owned service lines which was created using existing parcel data to define the initial data set. The Water Division's efforts also include the development of a customer-facing website to provide public access to information on service line materials, both on the public right of way and the customer's side utilizing a solution developed by ESRI, a geographic information system (GIS) software company. This tool can export data which will be used to complete the inventory spreadsheet required to be submitted by MODNR. The key aspect of this Lead Service Line Inventory (LSLI) project is to verify the accuracy of the historic records being utilized to develop the initial inventory and provide a basis to determine the next evolution towards updating the inventory with data accuracy as the most important aspect. STLWD will provide the eligible list of parcels whose historical records have been processed into the LSLI solution. Additionally, STLWD will provide an eligible list of customers who have self reported their service line material as it enters their dwelling through the foundation. Lastly, STLWD will provide an eligible list of customers who have indicated interest in participating in the field verification project. The selected consultant may be required to canvas neighborhoods to identify potential participants to meet the target inspection quota.
