RFP - Home Repair Construction Management

The City of St. Louis is seeking to scale delivery of Home Repairs to address widespread residential home damage from the tornado. The program restores habitability through permanent, code-compliant repairs and may include demolition of unsafe homes not eligible under other programs. Future full rehabilitation may proceed if additional funds (including CDBG-DR) become available. The City will award contracts to one or more Construction Managers (CMs) to oversee habitability repair and demolition task orders, manage subcontractors, secure permits, coordinate inspections, and ensure compliance with program requirements. All construction work will be priced using the current Xactimate catalog; items not in the catalog require three competitive quotes. CMs will be evaluated on qualifications, technical approach, capacity, and proposed fee structures for management services, overhead, and profit.
