A mandatory pre-bid conference for all contractors bidding on this project will be held on Tuesday April30, 2024 in the Ozark Conference Room at 10:00 am in the Airport Office Building (AOB) located at11495 Navaid Road – 4th Floor, Bridgeton, MO 63044. All bidders are strongly encouraged to attend thepre-bid meeting. Attendance at the pre-bid meeting is considered an important element of a Contractor'sGood Faith Effort to maximize the utilization of M/WBE if M/WBE participation goals cannot be met.

Plans, Specifications, and the Agreement may be examined online at Bid Express and may be downloaded for free.

The Bidder must pay $40 to submit a bid through the Bid Express Service. Monthly subscriptions are available.

If any prospective bidder is in doubt as to the intended meaning of any of the specifications, plans, or other proposed Contract Documents, that person may submit, in writing using Section 004326-Bid Inquiry Form, to the Contract Supervisor of the Board of Public Service, a request for an interpretation thereof. All requests for interpretation must be submitted no later than the end of the business day, 15 days before the bid is due. Any such interpretation will be in the form of an addendum to the specifications to all bidders.

Each bidder shall specify in their proposal in figures, a unit price or lump sum for each of those items where so-called for in the proposal.

Each bid must be accompanied by a Cashier's or Treasurer's Check of a Bank or Trust Company in the City of Saint Louis, payable to the Order of the City Treasurer, or a Surety Bond approved by the Comptroller, for the amount of Deposit required, as heretofore stated. If submitting a paper Bid Bond or Check, an original copy must be submitted to the Board of Public Service (Helen Bryant, Room 301 City Hall, 1200 Market Street, St. Louis, MO 63103) prior to bid opening, and a scanned copy must also be uploaded to Bid Express with the bid.

All Work under this contract will be paid for in cash, based on monthly estimates of the Work completed, less a retained amount of five percent (5%). Final payment, including all retained percentages, will be made within ten (10) days after completion of all Work and final acceptance by the City. All labor to be performed under this contract shall be subject to the provisions of Sections 290.210 to 290.340, inclusive of the Revised Statutes of Missouri.

All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of Work of a similar character in the City of St. Louis as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher, including the general prevailing rate for legal holiday and overtime Work.

The City of St. Louis hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, age, religion, sex, familial status, disability, sexual orientation, gender identity or expression, national origin, or ancestry in consideration for an Award.

The Bidder must abide by Federal Executive Order 11246 as amended, requiring affirmative action and the prohibition of contractors from discriminating on the basis of race, color, religion, sex, sexual orientation, gender identity, or national origin. Contractors are also prohibited from discriminating against applicants or employees because they inquire about, discuss, or disclose their compensation or that of others, subject to certain limitations.

Contractors and sub-contractors who sign a contract to work on public works project must provide a 10 - Hour Occupational and Safety and Health Administration (OSHA) construction safety program or similar program approved by the Department of Labor and Industrial Relations to be completed by their on-site employees within 60 days of beginning work on the construction project.

The right of the Board of Public Service to reject any or all bids is expressly reserved.
