Benton Park Place Apartments is a new three-story, forty-nine unit apartment building to be constructed at 3101 South Jefferson Avenue in St. Louis, MO.

• Scope of work includes, but is not limited to, site work, concrete foundations, metal fabrications, carpentry, thermal/moisture protection, roofing, siding, masonry, windows, MEPS, elevator, finishes, specialties, paving, concrete, and landscaping. • An optional pre-bid informational meeting will be held at E.M. Harris Construction office, 2600 Delmar Boulevard, St. Louis, MO 63103, at 10 A.M., Friday, July 11, 2025. If attending, please email the number of people from your company who plan to attend to bidassist@emharris.com. • Payment of prevailing wages and certified payroll reporting are required.

• City of St. Louis requires confirmation of payments received in GPTS. • Section 3 applies to this project. • Work hour goals apply to this project as follows (The City of St. Louis will track worker hours on site using the Headcount system - subcontractors will be required to certify tracked hours in The Headcount system. NOTE: A worker's hours my count toward more than one applicable category): o Section 3 Certified Workers: 25% of all work hours. o Apprentices in U.S. Dept. of Labor-Approved Apprenticeship Program: 20% of all work hours. o Minorities: 25% of all work hours. o Women: 7% of all work hours. o City of St. Louis Residents: 23% of all work hours. • Certified Minority and Women Owned Business Enterprises and Section 3 Businesses are strongly encouraged to bid. • All workers must be OSHA 10 certified. • All workers must be legally authorized to work in the United States, and each subcontractor of any tier must be registered with E-Verify to work on the project.

Requests for information can be submitted to E.M. Harris Construction by clicking on the "Submit Question" tab in your contractor portal.

• All bids are due to E.M. Harris Construction’s office by 10 A.M., Monday, July 28, 2025. • Bids must be uploaded to the contractor portal in Pipeline Suite. Select "View Files and Project Details" in the Benton Park Apartments invitation to bid email to access your contractor portal. Select the "Submit Bid" tab to upload your bid. Upload your completed Mandatory General Information Sheet in the same manner.
