E.M. Harris Construction Company (EMH) seeks subcontractor and supplier bids for the renovation of Winston Churchill Apartments, located at 5475 Cabanne Ave., St. Louis, MO 63112. The project consists of one 8-story building, comprising 102 apartment units.

The work includes, but is not limited to, sitework, selective demolition, concrete, masonry restoration, roofing and sheet metal, fire protection, plumbing, HVAC, electrical, carpentry, drywall, flooring, painting, specialties, appliances, cabinets, countertops, and window treatments.

• Payment of prevailing wages and certified payroll reporting in Headcount are required.

• City of St. Louis may require confirmation of payments received in GPTS.

• Work hour goals apply to this project as follows (a worker’s hours may count toward more than one applicable category): Apprentices in U.S. Department of Labor-Approved Apprenticeship Program: 20% of all work hours, City of St. Louis Residents: 23% of all work hours.

• Minority and Women Owned Businesses and Section 3 Businesses are strongly encouraged to bid.

• All workers must be OSHA 10 certified.

• All workers must be legally authorized to work in the United States, and each subcontractor of any tier must be registered with E-Verify to work on the project

• The Mandatory Bid General Information Sheet must accompany each bid.

• Please review all project documents, including insurance requirements, prior to submitting your bid. • Bids should be based off notes in the drawings and specifications; however, while all notes regarding allowances should be reviewed, DO NOT include allowances in your bids

• Please show sales tax separate from your base bid. • Do not contact the architect or engineer with requests for information (RFI), questions or other requests. Requests for information can be submitted to E.M. Harris Construction by clicking on the "Submit Question" tab in your contractor portal.

• Please contact E.M. Harris Construction at (bidassist@emharris.com) if you need assistance with access to the plan room, uploading a bid or Mandatory Bid General Information Sheet, or submitting an RFI through your contractor portal.

• All bids are due to E.M. Harris Construction’s office by 5 P.M., Tuesday, September 2, 2025. • Bids must be uploaded to your contractor portal. Select "View Files and Project Details" in the Winston Churchill Apartments invitation to bid email to access your contractor portal. Select the "Submit Bid" tab to upload your bid. Upload your completed Mandatory General Information Sheet in the same manner.
